Challenges in European Cohesion: A Spotlight on Corsica
Despite receiving a substantial allocation of €18 billion in EU cohesion funding for 2021-2027, France struggles with regional inequalities and poor performance in promoting cohesion across its territories. Notably, several regions risk falling into a “development trap,” where after initial growth, they face stagnation or decline due to investments in sectors lacking long-term viability.
In our first segment examining EU cohesion policy, we turn our focus to the island of Corsica, a region grappling with economic lethargy despite demographic growth. Home to approximately 260,000 residents, Corsica is uniquely positioned as an island community that faces inherent challenges related to its geographical isolation. To mitigate these disadvantages, the European Union has allocated €117 million in cohesion funding specifically earmarked for Corsica during the 2021-2027 period.
Economic Struggles Amid Strong Cultural Identity
Corsica stands out for its rich cultural heritage and strong regional identity within France, yet it faces significant hurdles in diversifying its economic activities beyond the heavily tourism-dependent model. A promising endeavor funded by the EU involves the acquisition of specialized firefighting tanks, intended to combat the forest fires that have plagued the island in recent years.
In a recent interview, Captain Stéphane Gherardi from the Corsican Fire and Rescue Service highlighted the critical nature of such initiatives. Additionally, we explored the work of INRAE (the National Research Institute for Agriculture, Food and the Environment), which focuses on promoting agricultural innovation. Notably, Corsica is celebrated for its iconic clementines, a symbol of its agricultural potential.
Continuing our coverage, we visited the Stella Mare platform, which specializes in marine and coastal engineering. Emmanuelle de Gentili, the first deputy mayor of Bastia, expressed concerns regarding a planned centralization of EU funding, fearing that it may hinder Corsica’s ability to attract essential projects that promote local development.
Analyzing the Impact of EU Funding
Our reports delve into the effectiveness of European funding as a catalyst for economic growth. Renaud Lefort investigates how these funds can enhance Corsica’s development trajectory while highlighting the challenges associated with their deployment.
Furthermore, Luke Brown examines a noteworthy project involving the renovation of public lighting across Corsica. With 52,000 light points financed by the EU, this initiative not only enhances safety but also contributes to environmental goals, including Corsica’s ambition to achieve the International Dark Sky Reserve (IDSR) label.
