Job Posting: Expatriate Tax Consulting Services
Overview
We are seeking a qualified consultant to analyze and calculate the tax responsibilities for the years 2025 and 2026 for our expatriate employees, in accordance with current Colombian tax regulations. This consultancy will focus on understanding the fiscal obligations based on each expatriate’s residency status.
Scope of Work
The consultant will be responsible for comprehensive planning, regulatory assessment, and gathering sufficient evidence to substantiate their conclusions. The analysis will involve identifying the tax obligations and implications for each expatriate, considering their specific circumstances. Currently, we have seven expatriate contracts originating from Oslo, Norway.
The consultant will provide tailored advice to ensure compliance with both formal and substantive obligations arising from the process.
Key Activities
The consultancy must include, at a minimum, the following activities, while remaining open to additional checks deemed necessary:
- Analyze whether each expatriate has tax residency according to the applicable regulations.
- Identify tax obligations in Colombia.
- Determine the requirement for filing tax returns based on the residency analysis.
- Identify applicable double taxation agreements for each expatriate.
- Calculate tax liabilities for each expatriate.
- Prepare and submit tax filings to the relevant authorities.
Deliverables

Expatriate Tax Responsibility Report: This report must summarize the consultancy’s findings, detailing each expatriate’s tax responsibilities in Colombia. It should include:
- Tax obligations for each expatriate.
- Calculation and procedure for taxes owed.
- Final status for each expatriate.
- Risk analysis concerning fiscal, labor, and immigration issues for both NRC Colombia and the parent company.
- Recommendations for compliance.

Initial meeting to discuss the project.

Follow-up meeting to review progress.

Submission of tax documents for payment and working papers for each expatriate’s income tax calculation.
Reports should be submitted in Microsoft Word format and in Spanish, without specific formatting. Any graphs or other graphical elements must be editable, not images. All references must be cited according to the Harvard style as outlined in the UNESCO style manual. Direct quotes should be enclosed in quotation marks and kept concise. All data collected during the consultancy must be provided alongside the deliverables in a widely recognized format, such as Microsoft Excel.
Work Plan and Timeline
The work plan and timeline will be agreed upon with the contractor. However, all activities and deliverables must be completed by July 30, 2026, with particular emphasis on any filings that may incur penalties.

Proposals should include the following documentation:
- For Individuals: Resume, RUT (Tax Identification), Bank Certification, copy of identification document, and Chamber of Commerce registration (if applicable).
- For Legal Entities: Chamber of Commerce registration (no older than 30 days), Bank Certification, RUT, and identification of the legal representative.
- A technical proposal outlining the suggested methodology for deliverables.
- A financial proposal.
- Three (3) certifications of relevant experience related to this consultancy.
- A work schedule estimating the days and personnel required for contract execution.
