In a recent press conference, German Vice-Chancellor and Finance Minister Lars Klingbeil emphasized the urgent need for Europe to expedite the development of a digital euro. His remarks came ahead of a crucial meeting of euro area ministers in Brussels, where discussions on this legislative proposal are ongoing.

Digital Euro Proposal Stalled

Currently under deliberation in the European Parliament, the digital euro initiative has faced significant challenges, particularly a lack of consensus among Members of the European Parliament (MEPs). Klingbeil warned that failing to recognize the importance of advancing this initiative “is not serving Europe, but harming it.” He urged decision-makers to prioritize the resolution of this matter for the continent’s benefit.

Spanish MEP Fernando Navarrete, representing the European People’s Party (EPP), is leading the discussions on the digital euro. However, his proposal suggests a redesign that would limit the scope of the digital euro as initially outlined by the European Commission. The EPP itself is divided on the issue, with the German delegation advocating for its development. Without a unified position from the Parliament, progress on the legislation could stall.

What is the Digital Euro?

The digital euro is envisioned as an electronic form of cash issued by the European Central Bank (ECB). It aims to complement traditional cash and cards from commercial banks, enhancing the sovereignty of Europe in the digital finance landscape. Klingbeil stressed that while the digital euro is crucial, traditional cash will continue to play a role.

Unlike current card transactions, which are private, the digital euro would represent a form of “public” digital currency. Under the European Commission’s proposal, a digital wallet would be available for both online and offline use, allowing for transactions that are not trackable.

Addressing Economic Tensions

The relevance of the digital euro has surged, particularly in light of ongoing economic tensions between the European Union and the United States. The initiative presents a viable alternative to the dominant payment systems, Visa and Mastercard, which are both US-based. As highlighted by Peter Norwood, a senior advocate from Finance Watch, European consumers predominantly rely on American companies for payment processing. Data shows that Mastercard and Visa account for 61% of card payments in Europe and nearly 100% of cross-border transactions, positioning these foreign entities in a strategically advantageous position.

A well-designed digital euro, according to Norwood, could provide Europeans with a publicly backed digital payment option that maintains low costs, protects users’ privacy, and ensures European control over essential payment infrastructure.

Controversy Over Proposal Changes

However, Navarrete’s recent proposal indicates that the digital euro may not serve as a direct alternative to Visa and Mastercard, raising concerns among advocates for the initiative. The differing opinions within the EPP and other parties may further complicate the path forward.

The European Parliament is anticipated to vote on the digital euro in May. Should the legislation pass, it would initiate negotiations involving the European Commission, the European Parliament, and the Council of the EU.
