Job Posting: Vehicle Rental with Driver (Monthly Basis)

Program Background:

The International Rescue Committee (IRC) responds to some of the world’s worst humanitarian crises, helping people survive and rebuild their lives. Established in 1933, IRC provides life-saving care and life-changing assistance to refugees forced to flee from war or disaster.

Since 2013, IRC has been actively involved in Syria, delivering a robust humanitarian response to the Syrian crisis with a rapidly expanding portfolio supported by over 1,000 staff members in the country program. IRC implements programs in Syria and neighboring countries, including Turkey, Iraq, Lebanon, and Jordan, focusing on health, child protection, early childhood development, education, women’s protection and empowerment, non-food items, food distribution, cash assistance, water and sanitation, protection, rule of law, and livelihoods programming. Our work in these challenging contexts addresses some of the most pressing issues facing contemporary humanitarian efforts, including access, security, funding, and coordination.

Scope of Work:

IRC intends to engage transportation service providers (vehicle with driver) based on a service agreement with individuals who have the capability and experience to provide such services in Syria, specifically in Homs, for the safe transportation of staff. The intended contract will be on a daily basis, inclusive of the driver, fuel, maintenance, insurance, backup support, and legal coverage, and will be valid for no more than three months.

Vehicle Specifications and Performance Schedule:

The service will be scheduled as outlined below (vehicle model must be 2018 or newer):

  • Vehicle Type: SUV (4-Wheel Drive)
  • Seating Capacity: 5-7 seats including the driver
  • Working Days: 22 days per month (subject to change based on operational needs)
  • Working Hours: 8 hours per day (subject to change based on operational needs)
  • Overtime Eligibility: No
  • Per Diem for Overnight Stays: Yes
  • Expected Monthly Mileage: 2,500 to 3,500 km

Responsibilities:

  • Ensure safe and efficient transportation for IRC staff and materials.
  • Represent IRC in a professional manner.
  • Daily management of the driver’s activities by the logistics officer or as assigned by the direct supervisor.
  • Assign driver duties on weekends, holidays, and after regular working hours as needed.
  • Notify the driver at least 24 hours in advance when services are required.
  • Ensure the vehicle is in good working condition, regularly checking the engine, brakes, air conditioning, tires, etc., and performing repairs or replacements as necessary.
  • Vehicles will undergo periodic inspections, and IRC reserves the right to reject any vehicle or service that does not meet agreed specifications.
  • IRC will not be liable for any damage, labor, service, or parts.
  • Ensure the vehicle is equipped with:
    • Properly functioning seat belts
    • Spare tire
    • First aid kit
    • Fire extinguisher
    • Basic tool kit
  • Treat IRC passengers with respect and ensure maximum comfort (e.g., using heaters and air conditioning as needed) while adhering to IRC’s code of conduct and vehicle usage guidelines.
  • Only IRC staff or individuals authorized by IRC may be transported in the vehicle during service.
  • Only IRC materials or other authorized items may be transported in the vehicle.
  • No weapons or illegal materials may be carried in the vehicle at any time.
  • The transport of prohibited items is strictly forbidden; any violation may result in termination of the contract without prior notice.
  • In case of vehicle breakdown, the driver must arrange for immediate replacement of the vehicle while the original vehicle is being repaired.
  • The driver is solely responsible for any injuries, death, loss, or damage to third parties resulting from the operation of vehicles rented by IRC.
  • IRC will not be liable for any accidents.
  • The driver must adhere to IRC safety and security procedures as outlined by the safety and security management.
  • Payment to the service provider will be based on actual working days each month.

Work Location:

Current IRC operational areas in Syria – Damascus, which may change based on operational needs:

  • Damascus Governorate (generally)
  • Rural Damascus
  • Homs Governorate (generally)
  • Daraa Governorate (generally)

Key Competencies:

  • Comprehensive knowledge of local traffic regulations and legal requirements regarding road safety and vehicle registration.
  • Provision of a substitute vehicle during preventive maintenance or unforeseen events to ensure uninterrupted transport services.
  • Safe driving skills and technical knowledge, including preventive/routine maintenance.
  • Proficiency in Arabic; knowledge of English is a plus.
  • Familiarity (or ability to quickly learn) satellite communication equipment.
  • Team spirit and problem-solving abilities.

Expected Outputs:

  • Strict adherence to IRC vehicle policies and procedures, including the use of seat belts by all passengers.
  • Daily and pre-long-distance vehicle inspections.
  • Accurate maintenance of the vehicle logbook.
  • Keeping the vehicle clean, fueled, and mechanically sound.
  • Inspecting and maintaining all vehicle accessories.
  • Advising the fleet manager on pending inspections, insurance renewals, or any defects or issues.

Minimum Requirements:

  • Minimum education level: Primary school certificate.
  • General driving license.
  • National ID.
  • Vehicle registration documents.
  • At least two years of professional driving experience (preferably with NGOs).
  • No traffic safety-related fines or convictions.
  • Thorough knowledge of the local area (operational zone).
  • Ability to pass IRC driving test.
