The REACH Regional Office in Jordan focuses on five key research areas:

Greening Strategy

ACTED’s greening strategy addresses environmental degradation and climate change while supporting vulnerable populations. All employees are expected to contribute to this strategy through:

  • Promotion of environmental safeguarding processes and standards.

PSEAH Policy

The REACH Finance Officer must adhere to the Protection against Sexual Exploitation, Abuse, and Harassment (PSEAH) Policy. This includes completing mandatory training and reporting any safeguarding concerns per ACTED’s procedures. The officer is expected to perform duties without harming children, vulnerable adults, or colleagues.

Key Performance Indicators

  • Accuracy in Budget Follow-Up (BFU) and Allocation Table production
  • Timely and accurate submission of CFU/DFU and accountancy
  • Timely preparation of financial reports and budgets
  • Proactive follow-up on finance tasks

Job Purpose

The REACH Finance Officer will ensure sound financial management, transparency, and compliance with internal policies and donor requirements. Responsibilities include financial reporting, internal audits, risk mitigation, and adherence to policies. The officer will support budget preparation and financial monitoring, managing financial and operational risks effectively.

Duties and Responsibilities

Budget Preparation and Contractual Review:

  • Collaborate with relevant teams to prepare budgets based on allocation tables and consultations.
  • Act as the focal point for submissions to senior management.
  • Follow up on budget validation and make necessary adjustments.

Accounting Flows and Data Review:

  • Adhere to ACTED’s accountancy procedures.
  • Supervise documentation filing and archiving.
  • Ensure monthly SAGA entries align with ACTED standards.

Cost Analysis:

  • Review costs and forecasts, suggesting reallocations as needed.
  • Provide regular updates and analysis to support financial decision-making.

Budget Control and Allocations:

  • Update monthly BFU, CFU, and DFU for all IMPACT projects.
  • Analyze financial risks and collaborate on cost reallocations.

Reporting and Audit:

  • Prepare timely financial reports for IMPACT Syria.
  • Coordinate with stakeholders for report validation and attend audits as needed.

Other Financial Tasks:

  • Serve as the focal point for financial matters related to IMPACT Syria.
  • Regularly update management on workload and deadlines.

Qualifications

  • University degree in accounting, finance, economics, or business administration.
  • Minimum of 3 years of relevant experience.
  • Proficient in Excel, Word, and Outlook.
  • Familiarity with accounting software (e.g., SAGA, QuickBooks).
  • Strong attention to detail and self-organizational skills.
  • Previous NGO/INGO experience preferred.
  • Proficient in Arabic and English.
