Brussels stands as the leading global hub for international associations, with over 2,400 such entities calling the city home, according to the Union of International Associations (UIA). This number continues to rise, reflecting Brussels’ significance in the international arena.

Trade associations represent the largest segment within the EU Transparency Register, viewing Brussels as their natural base. These associations vary widely in their structure, mission, and outreach, shaped by their unique histories and the specific EU competencies relevant to their sectors. They play a vital role in representing private businesses, which are essential for generating profits and employment, thus driving economic growth across Europe.

Most European trade associations are established as international not-for-profit organizations under Belgian law. Approximately 60% operate as pure federations made up of national associations, while 25% include both national associations and companies. The remaining 15% consist of direct memberships from individual companies. The size of their budgets and staff often correlates with the characteristics of the business sectors they represent, including regulatory environments and leadership structures.

Since the Global Financial Crisis, Brussels has solidified its status as a crucial center for European business and trade associations to interact with policymakers. Over the past decade, there has been a notable increase in community spirit, shared objectives, and professionalization within the sector. Initiatives such as Solvay’s Executive Master in International Association Management, the European Society of Association Executives, and the European Association Summit (EAS) exemplify this evolution.

The trade association sector significantly contributes to the Brussels economy, generating hundreds of millions of euros and promoting effective EU policymaking for both business and society. Out of the 2,400 international associations in Brussels, approximately 500 are European trade or business associations with permanent secretariats, as noted in the EU Transparency Register. Additionally, over 40 trade associations are staffed predominantly by part-time specialists from Association Management Consultancies, Public Affairs Consultancies, and Law Firms.

It is important to note that European trade associations do not encompass three other association types identified in the Transparency Register, which also form part of our clientele. These include:

  • Professional Associations (e.g., FERMA – Federation of European Risk Management Associations)
  • National Trade Associations (e.g., Association Française de la Gestion Financière (AFG), representing the French investment management sector)
  • NGO Not-for-Profit Associations (e.g., EDF – Environmental Defense Fund)

We have chosen not to include these other associations in our survey due to significant salary disparities across categories. For example, German and Italian trade associations typically offer higher salaries than those in Eastern Europe, reflecting local pay cultures. Additionally, salaries in NGOs focused on social or environmental missions are generally lower. As of 2023, we also excluded associations and their staff hosted by consultancies and law firms, as these professionals operate in distinct job markets with different salary structures.

The core of this salary report is based on a comprehensive survey conducted in 2023, involving 174 leaders at the Secretary General level and 600 secretariat staff across European trade associations. This robust sample size provides a reliable representation of the compensation and benefits landscape for staff within these 500 trade associations in Brussels.
