The Danish Refugee Council (DRC) is a leading humanitarian NGO operating in over 40 countries, dedicated to providing assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been active in Colombia since 2011 and expanded its operations in 2018 in response to the Venezuelan crisis. Currently, DRC Colombia focuses on a protection-centered humanitarian response for Venezuelan refugees and Colombian returnees in cities such as Riohacha, Barranquilla, and Bogotá, with ongoing activities in Nariño and Norte de Santander.
Position Overview:
Under the supervision of the Program Manager, the Program Coordinator will support the implementation of DRC’s humanitarian program in Colombia. This includes developing the country strategy, managing donor relationships, and coordinating with other humanitarian actors.
Key Responsibilities:
Program Development and Strategy:
- Assist in developing new humanitarian interventions, including proposal design, budgeting, and alignment with DRC’s country strategy.
- Collaborate with technical coordinators in Protection, Economic Recovery, Emergency Response, and MEAL to create integrated and coherent program initiatives.
- Identify needs and support the implementation of joint humanitarian needs assessments in DRC intervention areas and new locations as necessary.
- Support the program management in representing DRC in humanitarian coordination spaces.
- Aid in coordinating project review exercises and field consultations for project and strategic initiative development.
Coordination:
- Support the Program Director in coordinating the unit, identifying support needs for teams, prioritizing implementation, and anticipating programmatic risks.
- Assist in identifying funding opportunities aligned with DRC’s country strategy.
- Foster effective communication and coordination among all areas of the program unit.
Project Management:
- Assist area managers in the efficient implementation of projects according to work plans, targets, and financial forecasts.
- Support the preparation and review of project reports.
- Participate in and support project launch, review, and closure meetings.
Qualifications and Technical Competencies:
- Minimum of 3-5 years of relevant experience in similar positions (coordination, project management) within humanitarian organizations.
- Experience in designing projects and budgets for international humanitarian donors.
- Proven ability to coordinate among various stakeholders and geographical areas (area managers, sector managers, technical coordinators, etc.).
- Active and strategic participation in national humanitarian coordination groups (ELC, Cluster, etc.).
- Experience in developing emergency response strategies and durable solutions.
- Programmatic knowledge in the following humanitarian intervention sectors: Livelihoods, Protection, WASH, Food Security, Shelter, and NFIs.
- Proficient in written and spoken English.
Education:
Master’s degree in Political Science, Economics, Statistics, International Cooperation, Humanitarian Assistance, or related fields.
Languages:
Proficient in spoken and written English.
