INSO Colombia
INSO Colombia commenced operations in October 2024, with its main office located in Bogotá D.C. By 2026, INSO Colombia is expanding its regional reach to extend services to humanitarian NGOs operating in Ecuador and Venezuela, supported by a dedicated team based in Bogotá.
Position Overview
The primary responsibilities of the Country Support Officer will involve providing support to the Ecuador/Venezuela program team in human resources, administration, logistics, and finance. The Officer will work under the direct supervision of the Operations Manager at the country office.
Key Duties and Responsibilities
Finance
- Process payments and bank transactions, issue cash advances as authorized, and establish a record-keeping system for advances as agreed with the finance manager.
- Gather supporting documentation to close all pending advances before month-end.
- Prepare payment requests with bank transfer evidence based on comprehensive documentation.
- Coordinate with local banks for document signing and submission, and perform bank reconciliations.
- Handle phone transactions and maintain records of beneficiary confirmations.
- Execute month-end closing according to the agreed timeline, preparing accounting entries for direct import into SUNSYSTEM.
- Calculate monthly cash needs for projects, purchases, and upcoming travel, submitting timely cash transfer requests to the finance department.
- Serve as a liaison for financial inquiries and provide financial support to team members, participating in staff training for financial roles.
Human Resources
- Facilitate visa permissions, residency cards, tax regulations, accommodation, etc.
- Record all licenses and other absences of regional office staff.
- Ensure field office staff possess INSO identification.
- Ensure all regional office staff are aware of and understand INSO staff policies and regulations.
- Collaborate with health insurers as necessary.
- Ensure timesheets are accurately completed, reconciled with leave and absence records, and submitted on time to the operations and/or finance manager monthly.
Logistics, Procurement, and Operations
- Manage project procurement activities, ensuring compliance with standard operating procedures (SOP) and proper documentation for all purchases.
- Assist in identifying suitable suppliers, collecting quotes, documenting the procurement process, and managing electronic and paper procurement files.
- Distribute requests for quotations, prepare bid analyses, and issue purchase orders.
- Coordinate logistical preparations for events, workshops, seminars, and training activities related to the project.
- Manage and prepare service level agreements to ensure smooth project operations.
- Help manage office resources, including office space and equipment.
- Maintain and update project inventory lists as per INSO requirements, submitting quarterly reports.
- Ensure all assets are labeled and maintain records of their movements, conducting biannual physical verifications.
- Oversee repairs and maintenance of INSO facilities and equipment, ensuring sufficient office supplies are available.
- Implement logistical practices and policies, closely coordinating with the Operations Manager regarding contracts and procurement of goods and services.
Required Profile
Essential Qualifications
- At least 2 years of relevant work experience in similar roles within NGOs.
- Proficiency in Microsoft Office.
- Ability to process large volumes of data.
- Strong command of English, both written and spoken.
- Excellent time management skills.
- High attention to detail.
- A professional certification in finance, accounting, logistics, human resources, or a related field.
Desirable Qualifications
- Functional knowledge of English (written and spoken).
- Experience in procurement processes, preferably in NGOs or formal procedural environments (SOP).
- Knowledge in asset management and office infrastructure.
- Experience in cash flow management and monthly cash needs forecasting.
- Previous experience in Ecuador and/or Venezuela is a plus.

Employment Conditions
- Contract Location: Bogotá D.C.
- Contract Type: Fixed-term.
- Salary: $5,265,300 COP.
- Start Date: June 2026 (preferably).
