Background

The humanitarian crisis in the Central Sahel is severe and rapidly evolving, driven by conflict, displacement, climate shocks, food insecurity, and limited operational space. In Niger and Burkina Faso, millions continue to require humanitarian assistance. Challenges such as underfunding, insecurity, and access constraints significantly impact humanitarian efforts and program quality.

The Norwegian Refugee Council (NRC) is actively working in Burkina Faso, focusing on assisting those affected by conflict. Our humanitarian interventions leverage expertise in core areas, including Shelter, Site Management, Education, WASH (Water, Sanitation, and Hygiene), Protection from Violence, and Information Counselling and Legal Assistance (ICLA) for vulnerable displaced populations. Despite the challenges posed by bureaucratic and administrative requirements, NRC maintains operational bases in Dori (Liptako/Soum) and Fada (Goulmou/Sirba/Tapoa).

Under the Central Sahel Multi-Country Office (MCO) model, operations in Burkina Faso and Niger are managed by a unified structure led by the Central Sahel MCO Country Director, supported by strong Area Office delivery hubs.

Position Overview

We are seeking an Area Manager for Dori, responsible for overseeing NRC’s operations in the Liptako/Soum area. This role includes ensuring high standards of project delivery and contributing to multi-country coherence through participation in the Multi-Country Management Group (MCMG).

Key Responsibilities

  • Manage the Area Office and potential sub-offices, ensuring effective operations.
  • Oversee staff security, including conducting security risk assessments for the area and potential new intervention zones.
  • Support regional needs assessments and ensure project implementation aligns with agreed standards and donor requirements, including maintaining effective data collection systems.
  • Identify programming gaps and participate in assessments for new operational areas, aiding in the development of program strategies.
  • Lead the access strategy implementation in hard-to-reach areas, collaborating closely with the Country Director and relevant colleagues.
  • Liaise with donors regarding new funding and operational programming, and maintain regular communication with local authorities, donors, and humanitarian actors.
  • Represent NRC at area-level coordination platforms and provide feedback for advocacy initiatives.
  • Manage staff recruitment and development, ensuring training and capacity-building initiatives are in place, and conduct performance feedback sessions quarterly.
  • Ensure sound financial management, keeping the Master Budget updated and reflecting cost-efficient funding use.

Qualifications

Professional Competencies:

  • 3-5 years of experience as a Senior Project Manager or Field Manager in humanitarian and recovery contexts.
  • Proven track record in complex and volatile environments.
  • Strong leadership skills and self-awareness.
  • Fluency in French and proficiency in English (both written and verbal).

Contextual Skills and Experience:

  • Familiarity with the West African context, particularly Burkina Faso.
  • Experience in insecure or hard-to-reach locations.
  • Expertise in safety and security management.
  • Skills in humanitarian and access negotiations.
