Position Summary:
We are seeking a Technical Manager for Monitoring, Evaluation, and Learning (MERL) for a large-scale, anticipated USG-funded program aimed at improving early diagnosis and treatment of tuberculosis (TB). The successful candidate will lead data analysis, interpretation, and reporting, while documenting lessons learned and best practices. This role requires active participation in project coordination and collaboration with various stakeholders.

Key Responsibilities:

Technical Delivery Services, Quality, and Impact (60%):

  • Develop and manage MERL strategies aligned with project goals and donor standards.
  • Coach colleagues and sub-recipient staff on best practices in MERL systems and data quality.
  • Engage in MEL forums to enhance sector knowledge and apply it to project activities.
  • Collaborate with project teams and partners to track program targets and ensure compliance with reporting requirements.
  • Design and implement data collection methods and quality assurance protocols.
  • Oversee data quality assurance processes, ensuring validity and reliability.
  • Manage evaluations and lead capacity-building initiatives for staff and partners.

Coordination and Collaboration (25%):

  • Contribute to interdepartmental efforts and document technical capacities based on project achievements.
  • Organize quarterly coordination meetings with stakeholders to align activities and data.
  • Develop and implement a learning program that fosters continuous improvement and collaboration.
  • Engage with national stakeholders to promote MERL learning and synergy.

Data Management, Documentation, and Reporting (15%):

  • Ensure accurate data collection, analysis, and reporting against project objectives.
  • Conduct regular data quality audits and maintain data integrity standards.
  • Provide training on data use to project staff and local stakeholders.
  • Prepare mandatory performance reports and ensure compliance with donor regulations.

Qualifications:

  • Bachelor’s degree with a minimum of 5 years of experience in monitoring, evaluation, and learning, or a related field; a Master’s degree is preferred.
  • Experience in multicultural environments and managing relationships with international donors.
  • Proven ability to work with local NGOs, faith-based organizations, and community-based organizations.
  • Familiarity with CDC-funded projects and logical frameworks in monitoring and evaluation is highly desirable.
  • Proficiency in data management tools, including DHIS2, and strong skills in MS Office applications.
  • Excellent analytical, communication, and interpersonal skills.

Knowledge, Skills, and Abilities:

  • Strong understanding of international donor funding mechanisms and TB prevention and care services.
  • Experience in data analysis using statistical and qualitative software.
  • In-depth knowledge of the political, social, and economic context in the Philippines.
  • Ability to work independently and collaboratively across teams.
