Washington, DC – Requests for legal support related to pro-Palestine advocacy in the United States remained high last year. President Donald Trump threatened activists and universities with penalties.
An annual report from Palestine Legal, an organization supporting Palestinian rights, revealed it received 1,131 requests for legal assistance in 2025. This number is lower than the record 2,184 requests in 2024, a year marked by significant pro-Palestine protests on campuses.
Despite new restrictions on protests, Dima Khalidi, executive director of Palestine Legal, noted that advocacy efforts have continued. The majority of legal requests came from university students and faculty, with 122 categorized as immigration and border-related.
The report also highlighted that complaints in 2025 were 300% higher than in 2022. Trump’s administration has campaigned against pro-Palestinian activism, framing it as anti-Semitic, and threatened to penalize universities hosting such protests.
Five universities, including Columbia, reached agreements with the Trump administration after threats of funding cuts. In April 2025, the FBI raided homes associated with pro-Palestine activists at the University of Michigan.
Palestine Legal reported several legal victories, affirming the right to protest amid a restrictive climate.
