Mission Overview

We are seeking a National Partner Support Project Officer to enhance the capacities of our partners in Monitoring, Evaluation, Accountability, and Learning (MEAL) as well as project management. This role involves creating tools, conducting training, and providing methodological support to ensure the effective implementation of our partner support strategy.

Key Responsibilities

  • Finalize, improve, and disseminate a MEAL and project management toolkit in collaboration with the MEAL Coordinator.
  • Engage in ongoing consultations with Action Against Hunger partners to assess and analyze their support and capacity-building needs.
  • Adapt and develop tools based on feedback and emerging needs from partners.
  • Promote and deploy the toolkit by creating dissemination materials and actively participating in coordination forums.
  • Develop and implement training programs associated with the toolkit.
  • In collaboration with the MEAL Coordinator, create training modules and materials tailored to partner needs.
  • Conduct training sessions remotely or during field visits as required.
  • Evaluate training and tools through satisfaction surveys to measure impact and make necessary adjustments.
  • Provide support to partners on national issues and in areas outside regional offices.
  • Develop support protocols, tools, and methodologies for diagnosis, monitoring, evaluation, and project engineering in collaboration with partners and national coordination.
  • Contribute to the continuous improvement of the mission’s MEAL procedures and systems.
  • Assist the MEAL Coordinator in providing technical and methodological support to mission teams for planning and implementing MEAL activities.
  • Collaborate with the MEAL Coordinator to develop MEAL tools and procedures aligned with the mission’s strategy in France.

Candidate Profile

  • Master’s degree in Political Science, Local and Territorial Development, Project Coordination, Social Sciences, Social Design, Economics, or Statistics.
  • A minimum of 4 years of project management experience, with a strong focus on monitoring and evaluation, primarily in France, in areas such as social action, food security, and access to rights.
  • Proven experience in development, network facilitation, and stakeholder coordination, particularly with vulnerable populations in priority urban areas.
  • Proficiency in collecting, managing, and analyzing qualitative and quantitative data.
  • Highly organized, detail-oriented, and adaptable, with strong interpersonal skills and the ability to build trusting relationships with diverse stakeholders.

Employment Conditions

  • Status: Integrated framework – Fixed-term contract for 10 months – Full-time
  • Location: Marseille or Montreuil
  • Salary: €37,000 to €43,000 gross annually over 13 months, based on experience
  • Benefits: 25 days of paid leave per year and 21 RTT days; 80% health coverage by Action Against Hunger; salary maintenance during illness, maternity, and paternity; 50% transport reimbursement; 60% meal voucher coverage; access to social benefits; remote work options with required in-office attendance of 12 days per month; mandatory attendance for team integration and collective events.
