The Danish Refugee Council (DRC) is a leading humanitarian NGO operating in over 40 countries. We provide essential assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, and vulnerable local communities.
Job Overview:
DRC is managing its operations in Venezuela from the country office in Caracas, supported by three field offices in Sucre, Apure, and Zulia. Our activities include protection monitoring, legal assistance, individual protection support for Persons with Specific Needs (PWSN), information sessions for Persons of Concern (PoC), human trafficking prevention, health infrastructure rehabilitation, and food security initiatives.
Position Description:
The Protection Manager will oversee the training and capacity development of the protection staff while managing field protection operations. This role includes supervising all technical project reports, coordinating with relevant inter-agency protection forums, and serving as co-coordinator for the sub-national protection cluster. The position is based in Guasdualito, Apure.
Key Responsibilities:
- Manage and implement protection projects and activities to meet established goals and objectives.
- Coordinate, plan, and monitor all protection-related activities, including protection monitoring and legal assistance in emergency contexts.
- Serve as a liaison with local authorities, UNHCR, and other humanitarian protection actors in the intervention area.
- Ensure high-quality sector interventions and coherence among all ongoing and proposed projects in line with the overall strategy.
- Lead project programs to ensure timely and high-quality deliverables, narrative reports, and financial summaries, while fostering close cooperation with donors and government counterparts.
- Develop operational tools and training modules related to the project.
- Provide inputs for monthly protection monitoring snapshots and quarterly protection monitoring reports.
- Oversee budget tracking, financial control, and compliance with DRC and donor requirements for protection activities.
- Make significant decisions regarding the unit’s purpose and functions, including resource allocation.
- Manage direct report staff, including recruitment, performance evaluation, and professional development.
Staff Management:
- Lead and manage protection staff, ensuring effective coordination, recruitment, and capacity development.
- Provide on-the-job training tailored to the specific needs of the staff.
Operations and Accountability:
- Represent DRC in relevant sectoral and field protection working groups.
- Facilitate knowledge sharing among teams and ensure monitoring and evaluation outcomes are utilized to enhance programs.
- Drive the development and growth of relevant programs within DRC’s objectives and contribute to national strategy development.
- Continuously monitor and develop accountability initiatives within the project program, documenting the impact of activities.
- Ensure compliance with internal and external reporting requirements, including procurement processes.
Experience and Technical Competencies:
- Minimum of 4-6 years of proven international experience in protection within NGO projects.
- Demonstrated experience in implementing protection activities in complex emergency contexts.
- At least 3 years of experience in personnel management.
- Proven ability to conduct humanitarian interventions in coordination with implementing partner organizations.
- Excellent writing and editing skills for external audiences, including governments and donors.
- Proficiency in English is an advantage.
Education:
- Master’s degree in Human Rights, Political Science, Refugee Law, or a related field, or a Bachelor’s degree with at least 6 years of relevant protection experience.
