Brazil’s Lula Criticizes U.S. Terrorist Designation of Criminal Networks

Brazilian President Luiz Inacio Lula da Silva has publicly condemned the United States’ recent decision to label two of Brazil’s major criminal organizations as “terrorists.” Lula warned that this designation could hinder local law enforcement efforts in combating crime.

In a detailed statement shared on social media, Lula differentiated between criminal activities and international terrorism, which typically involves violence for political or ideological purposes. He asserted that the terror inflicted by these groups—primarily through drug and arms trafficking—should not be equated with the motivations behind international terrorism.

The U.S. Secretary of State Marco Rubio announced the designation of the Primeiro Comando da Capital (PCC) and the Comando Vermelho (CV) as “specially designated global terrorists.” This classification, effective June 5, would freeze U.S.-based assets linked to these organizations and penalize any individuals or entities providing support to them. Lula expressed concerns that such restrictions could adversely affect financial institutions and innocent victims, including businesses forced to pay extortion fees.

Lula also voiced apprehension that this terrorist label could pave the way for potential U.S. military intervention in Brazil, a sentiment he reiterated without directly naming President Trump. He emphasized the importance of sovereignty and mutual cooperation among nations, stating, “We will not tolerate the imposition of arbitrary measures from abroad.”

The timing of Lula’s remarks is particularly significant as he is currently engaged in a competitive election season, seeking a fourth non-consecutive term as Brazil’s president. Lula previously held the presidency from 2003 to 2011 and was re-elected in 2022 after defeating right-wing incumbent Jair Bolsonaro, who is now serving a 27-year prison sentence for attempting to overturn the election results.

Senator Flavio Bolsonaro, the ex-president’s eldest son, is believed to have influenced the U.S. decision to impose the terrorist designations. During a recent visit to the White House, he confirmed intentions to push for these labels against both the PCC and CV. The Bolsonaro family has maintained close ties with Trump, who has a history of intervening in international elections to support right-wing candidates.

In his statement, Lula criticized the Bolsonaro family’s efforts to solicit foreign intervention in Brazil’s affairs, labeling it “deplorable.” He pointed to ongoing legal challenges faced by Jair Bolsonaro, including obstruction charges against another son, Eduardo Bolsonaro, related to lobbying for U.S. intervention.

The U.S. has adopted a more interventionist stance in the Western Hemisphere under Trump’s administration, reviving elements of the Monroe Doctrine, which asserts American influence over the region. Trump’s administration has justified military actions in Latin America based on crime, conducting numerous strikes against alleged drug-trafficking operations.

As Brazil approaches its October presidential election, security remains a pivotal issue. Lula’s government has recently invested $11 billion in the “Brazil Against Organized Crime” initiative, alongside a separate $2 billion program aimed at enhancing prison conditions and improving homicide investigations.

Polling data indicates a tight race between Lula and Bolsonaro, with both candidates receiving equal support from voters. As the election nears, Lula faces the challenge of addressing the U.S. terrorist designations while demonstrating a firm stance against crime without appearing weak on security issues.
