The Pacific Community (SPC) is the leading scientific and technical organization in the Pacific region, dedicated to sustainable development since 1947. Owned and governed by 27 member countries and territories, SPC operates across more than 25 sectors, offering expertise in fisheries science, public health, geoscience, and the conservation of plant genetic resources for food and agriculture.

The Geoscience Energy and Maritime (GEM) Division provides essential advice, technical assistance, research, and training to Pacific Island countries and territories (PICTs). The division focuses on four key areas:

1. Oceans and Maritime Programme (OMP): Offers applied ocean science and knowledge for informed policy-making and enhanced governance.
2. Georesources and Energy Programme (GEP): Applies technical knowledge in geoscience and sustainable energy.
3. Disaster and Community Resilience Programme (DCRP): Strengthens resilience through integrated disaster risk management and climate adaptation.
4. Earth and Ocean Observation Services: Promotes spatial data analysis to improve decision-making for sustainable resource management.

The Pacific Regional Energy Auditor will provide independent, regionally anchored technical leadership to enhance energy governance, transparency, monitoring, and accountability across PICTs. This role involves developing and implementing regional energy monitoring and reporting frameworks, including the updated Framework for Energy Security and Resilience in the Pacific (FESRIP) 2021-2030, and producing a comprehensive “State of the Energy Transition” report.

Key Responsibilities

Regional Energy Governance and Oversight

• Provide independent oversight on regional energy transition progress.
• Support SPC and CROP agencies in enhancing governance mechanisms.
• Contribute to the development of regional standards and accountability mechanisms.
• Advise SPC leadership on governance gaps and risks.

Energy Monitoring, Reporting, and Analysis

• Design and implement a regional energy monitoring framework aligned with FESRIP.
• Coordinate data collection and validation across PICTs.
• Produce the region’s State of the Energy Transition report.
• Track progress against SDG 7 and regional energy targets.

Regional Coordination and Advocacy Support

• Support advocacy and coordination on energy transition initiatives.
• Provide technical inputs to regional and international platforms.
• Strengthen collaboration between SPC, CROP agencies, and development partners.
• Facilitate investment dialogue through credible technical evidence.

Institutional Development and Transition to the REC

• Assist in establishing the Pacific Renewable Energy Commissioner (REC).
• Develop systems and tools for the REC office.
• Advise on institutional design and operational readiness.
• Support SPC in transitioning to permanent regional mechanisms.

Key Selection Criteria

Qualifications

• Master’s degree in energy policy, climate change, governance, economics, engineering, public policy, or a related field.

Technical Expertise

• 12-15 years of experience in energy, climate, governance, or infrastructure sectors, including 5+ years in a managerial role.
• Proven experience in regional or multi-country initiatives.
• Strong analytical skills in policy analysis, monitoring, and reporting.
• Experience with energy sector data and policy implementation.
• Ability to produce high-quality analytical reports.

Language Skills

• Excellent English communication skills (oral and written); knowledge of French is advantageous.

Interpersonal Skills and Cultural Awareness

• Ability to thrive in a multicultural, inclusive environment.

Salary, Terms, and Conditions

Contract Duration: 2 years, until December 15, 2028, subject to renewal based on funding and performance.

Remuneration: The Pacific Regional Energy Auditor position is classified as band 12, with a starting salary range of 3,743–4,679 SDR per month, approximately FJD 11,566–14,458 (USD 5,016–6,270). Initial offers will typically be in the lower half of this range, considering experience and qualifications. Expatriate staff are exempt from income tax in Fiji.

Benefits: Staff in international positions based in Suva will receive a housing allowance, travel benefits, health insurance, and access to a provident fund. Employees are entitled to 25 working days of annual leave and other leave types.
