An independent review by the Police Leadership Commission has found that police leadership in England and Wales is not meeting necessary standards. Published on Monday, the report highlights weaknesses in identifying and developing leaders, often resulting in only one qualified candidate for chief constable roles.

The report identifies low morale among officers and suggests reforms in recruitment and promotion processes. Policing minister Sarah Jones stated that the recommendations will inform the government’s police reform agenda to enhance leadership and restore public confidence.

Co-author Lord Blunkett noted that several senior officers are under investigation, with eight currently facing disciplinary actions. The review also cites challenges such as limited resources and a demotivating leadership culture.

Evidence for the report was gathered from nearly 2,000 sergeants and inspectors, as well as expert discussions. Key concerns include a lack of support for frontline officers and issues of favoritism in promotions.

The Commission recommends restoring central funding for leadership development and creating a National Academy of Police Leadership. The Home Office will review these recommendations and respond this autumn.
