The Country Security Manager must adhere to the Protection against Sexual Exploitation, Abuse, and Harassment (PSEAH) Policy, complete mandatory training, and report any safeguarding concerns following ACTED procedures.

Job Purpose
The Country Security Manager is responsible for the daily security management of all ACTED premises and project sites. This role involves continuous monitoring and assessment of the security situation in the country, as well as the implementation of ACTED’s security management guidelines and protocols.
Objectives
- Ensure the safety and integrity of ACTED staff, assets, and programs.
- Monitor security risks and design context-specific risk mitigation procedures.
- Maintain compliance with Minimum Operating Security Standards (MOSS).
- Prepare and update contingency and evacuation plans.
- Provide security training to all ACTED staff.
Key Responsibilities

Department Management
- Oversee recruitment and selection of national security staff.
- Mentor security officers and maintain communication with field staff.

Context & Risk Analysis
- Develop and update the country security profile.
- Analyze security trends and maintain an incident tracking system.

Security Plans and Procedures
- Draft and update the Country Security Plan and Standard Operating Procedures (SOPs).
- Prepare evacuation and contingency plans.

Daily Security Management
- Monitor and coordinate security activities.
- Ensure staff awareness of security threats and compliance with security rules.

Crisis Management
- Adapt crisis management protocols to local conditions.
- Act as a key member of the Crisis Management Team.

Reporting
- Prepare and submit weekly/monthly security reports.
- Document and analyze security incidents.

Training and Briefing
- Conduct security briefings and training for staff.
- Identify training needs and develop training modules.

Security Network Development
- Participate in coordination meetings and build relationships with stakeholders.

External Representation
- Attend security coordination meetings and represent ACTED’s interests.
Key Performance Indicators
- Compliance with MOSS.
- Timely submission of security reports.
- Number of training sessions conducted.
Qualifications and Requirements
Essential:
- Bachelor’s degree in Risk Management, International Relations, Political Science, or a related field.
- Fluent in English and Arabic (written and spoken).
- Minimum of 5 years of experience in Security Management.
- Strong leadership and decision-making skills.
Desirable:
- Master’s degree in a related field.
- Experience in NGOs or INGOs.
