Job Title: Economic Empowerment Program Manager

Position Summary:
We are seeking an Economic Empowerment Program Manager to develop a workforce development program for IRC Montana. This role involves designing service delivery systems, fostering employer and community partnerships, and expanding the program into new areas throughout the state. The ideal candidate will focus on establishing IRC Montana’s presence within local workforce development boards, ensuring sustainable funding and partnerships. This position is particularly strategic in Helena, the seat of Montana’s workforce development board, where early engagement can lead to lasting relationships.
Key Responsibilities:
Program Development:
- Design and implement a comprehensive workforce development program, including service design, eligibility criteria, intake processes, case management, and success metrics.
- Create program policies and materials tailored to Montana’s rural and diverse population.
- Conduct outreach to recruit participants and assess eligibility.
- Collaborate with the development team on program design and grant proposals to enhance services.
Engagement with Workforce Development Boards:
- Attend workforce development board meetings across Montana, leveraging partner relationships for access.
- Position IRC Montana as a leading resource for English Language Learners and diverse low-income job seekers.
- Build long-term relationships with board members and stakeholders, understanding that trust takes time to develop.
- Advocate for board funding priorities to secure multi-year public-sector workforce funding.
Community and Employer Relationship Building:
- Develop and maintain relationships with employers, donors, career service providers, and educational institutions to enhance client opportunities.
- Engage with the Montana Department of Labor & Industry and vocational training providers.
- Represent IRC Montana at community events, maintaining an updated partner map across the state.
Geographic Expansion:
- Create strategies to identify and prioritize new areas for program expansion based on community needs and labor market data.
- Travel to various communities for outreach and relationship-building ahead of program launches.
- Adapt program designs to fit local conditions and establish partnerships prior to rollout.
Client Services and Outcomes:
- Oversee job readiness training, placement support, and retention services, ensuring cultural responsiveness and accessibility.
- Track client outcomes and compile program data for reporting to funders.
Team Leadership and Operations:
- Hire, train, and manage program staff as the initiative grows.
- Represent IRC Montana in public forums and lead special events.
- Develop and monitor budgets, ensuring compliance with funder requirements.
Qualifications:
- Bachelor’s degree required; advanced degree preferred.
- 3-5 years of relevant program experience, including development and evaluation.
- Experience in workforce development or job readiness programs, preferably in a nonprofit or public-sector context.
- Strong relationship-building skills with employers and community institutions.
- Highly organized, self-motivated, and able to manage multiple priorities.
- Excellent written and verbal communication skills; fluency in English required, a second language is a plus.
- Willingness to travel across Montana; proficiency in MS Office, especially Excel.
Location:
Candidates are encouraged to apply from anywhere in Montana, with preference for those in Helena or Missoula. Remote work is possible for Helena-based candidates.
Compensation:
The salary range for this position is $79,326 – $85,000 annually, based on experience and location.
