Position Overview:
We are looking for an experienced Global Health Security Technical Director to lead the strategic and technical aspects of a multi-country global health security program. This role will not only facilitate the transition of U.S.-funded health initiatives to Department of State-managed awards but will also enhance countries’ capabilities to prevent, detect, and respond to infectious disease threats.

The Technical Director will implement integrated, country-led strategies to strengthen health systems and improve outbreak preparedness and response, in alignment with One Health principles and national health security priorities. This position will focus on ensuring the continuity of critical health services in key countries, including the Democratic Republic of the Congo, Ethiopia, Mali, and South Sudan.

Key Responsibilities:

1. Technical Leadership:

   • Provide strategic guidance for Global Health Security (GHS) initiatives across various countries.
   • Develop technical strategies, annual work plans, and implementation milestones.
   • Align program activities with national health strategies and U.S. government priorities.
   • Represent the project in high-level technical forums and international meetings.

2. Global Health Security & Outbreak Preparedness:

   • Implement integrated disease surveillance and early warning systems.
   • Strengthen One Health approaches that connect human and animal health.
   • Support emergency operations, infection prevention, and risk communication.
   • Collaborate with Ministries of Health to develop national health security action plans.

3. Health Systems Strengthening:

   • Oversee initiatives to enhance:
     • Health information systems and data utilization
     • Supply chain management
     • Laboratory systems and diagnostic capabilities
     • Health workforce training and development
   • Promote integrated, patient-centered service delivery across various health areas.

4. Partnerships & Stakeholder Engagement:

   • Engage with Ministries of Health and national stakeholders.
   • Coordinate with U.S. government agencies, interagency partners, and donors.
   • Foster collaboration with local NGOs and implementing partners.

5. Program Oversight & Performance Management:

   • Ensure high-quality technical delivery across all program components.
   • Support performance management based on milestones and adaptive implementation.
   • Provide oversight for subawards and partner activities.

6. Monitoring, Evaluation & Learning:

   • Enhance data systems and reporting for informed decision-making.
   • Align with performance-based management and reporting standards.

7. Sustainability & Transition to Country Ownership:

   • Develop strategies for transitioning programs to government ownership.
   • Build the capacity of national and subnational systems.
   • Promote long-term sustainability through local partnerships.

Qualifications:

Required:

• Master’s degree or higher in public health, epidemiology, infectious diseases, or a related field.
• 8-10 years of progressive experience in global health programs, including leadership roles.
• Expertise in global health security, outbreak preparedness, and health systems strengthening.
• Experience collaborating with Ministries of Health and international partners in low- and middle-income countries, especially in Africa.
• Proven ability to manage multi-country, donor-funded programs.

Preferred:

• Familiarity with U.S. government funding mechanisms, including USAID and the Department of State.
• Background in integrated health programming (HIV, malaria, maternal and child health, tuberculosis).
• Experience with One Health approaches and disease surveillance systems.
